Public Hearing to Consider the First Reading and Introduction of Ordinance 3 <br />793, an Ordinance Amending the Zoning Code to Eliminate References to the 4 <br />Former Public Facilities Zoning District 5 <br /> 6 <br />Community Development Director Ericson explained that this amendment would clean up the 7 <br />Zoning Code relative to the former public facilities zoning district. Chapter 1124, the 8 <br />Telecommunications Chapter, was not addressed and it states that towers can be located in a PF 9 <br />district. The PF district was eliminated in 2003 at the recommendation of Mounds View City 10 <br />Attorney, however. 11 <br /> 12 <br />Mayor Marty opened the public hearing at 7:13 p.m. 13 <br /> 14 <br />Hearing no public comments, Mayor Marty closed the public hearing at 7:13 p.m. 15 <br /> 16 <br />Council Member Mueller suggested on amendment to include City parks and properties rather 17 <br />than just City parks because it appears to her that towers would not be allowed on other City 18 <br />properties unless it was a City park. 19 <br /> 20 <br />Director Ericson agreed with the proposed amendment, indicating that would be appropriate to 21 <br />allow towers on any other City owned property. 22 <br /> 23 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Introduce Ordinance 793, an 24 <br />Ordinance Amending the Zoning Code to Eliminate References to the Former Public Facilities 25 <br />Zoning District, as Amended. 26 <br /> 27 <br />Mayor Marty asked about the third page of Chapter 1124, regarding zoning districts and height 28 <br />limitations and co-locations. 29 <br /> 30 <br />Director Ericson explained that the intent was to encourage multiple users on a tower rather than 31 <br />one for each user. 32 <br /> 33 <br />Mayor Marty asked about Section 1124.05, Subd. 4, where it discusses landscaping plans being 34 <br />approved by the forester and City Council or the Director of Community Development. He then 35 <br />said that he would like to recommend that it be the Director of Community Development and the 36 <br />City Forester. 37 <br /> 38 <br />Director Ericson asked whether that change could be made via the subject ordinance because this 39 <br />hearing was regarding the PF district. 40 <br /> 41 <br />City Attorney Riggs indicated that this deals with the same Chapter and can be approved with 42 <br />this first reading. 43 <br /> 44 <br />Mayor Marty said that he would like to add City Forester down further in the same section.
