Mounds View City Council June 25, 2007 <br />Regular Meeting Page 7 <br /> <br />David Jahnke said that she (Council Member Mueller) works for a competitor of that liquor store 1 <br />and he would like a legal opinion as to whether this would be a conflict for her. 2 <br /> 3 <br />City Administrator Ulrich responded that Council Member Mueller does not have any direct 4 <br />financial gain from this so it would not be a conflict. 5 <br /> 6 <br /> Ayes – 5 Nays – 0 Motion carried. 7 <br /> 8 <br /> E. Second Reading and Adoption of Ordinance 791, an Ordinance Adopting the 9 <br />Five Year Financial Plan 10 <br /> 11 <br />Finance Director Beer explained that the Five Year Financial Plan is a tool that can be used by 12 <br />the City and it is required by the Charter. 13 <br /> 14 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading, and Adopt Ordinance 791, an 15 <br />Ordinance Adopting the Five Year Financial Plan and Approve the Ordinance Summary. 16 <br /> 17 <br />ROLL CALL: Marty/Stigney/Flaherty/Hull/Mueller 18 <br /> 19 <br /> Ayes – 5 Nays – 0 Motion carried. 20 <br /> 21 <br /> F. Resolution 7100, Approving the Final Plat for the Subdivision of 8360 Long 22 <br />Lake Road 23 <br /> 24 <br />Planner Heller reviewed the subdivision of 8360 Long Lake Road, a 1.5 acre parcel proposed to 25 <br />be split into three lots of half an acre in size. The property is zoned R1 and it would continue to 26 <br />be zoned R1. 27 <br /> 28 <br />Planner Heller indicated that the subdivision is consistent with the Comprehensive Plan, there are 29 <br />no wetlands on the property, and the local water management plan primarily indicates drainage 30 <br />areas and building pad locations. She also indicated that easements are in place and existing 31 <br />easements should not affect what new property owners would want to do. 32 <br /> 33 <br />Planner Heller indicated that the only difference in the Final Plat is that the title company found a 34 <br />10 foot easement to NSP from 1975 that overlaps the 45 foot drainage easement but it is far 35 <br />enough back and will be left in place. 36 <br /> 37 <br />Planner Heller indicated that all three lots front Long Lake Road. A park dedication fee will be 38 <br />based on 2/3 of the land value as there is one existing home on the lot. The amount has been 39 <br />communicated to the Applicant and will need to be paid prior to signing off on the Final Plat. 40 <br /> 41 <br />Planner Heller explained that sewer pipes were installed fairly deep and there will need to be an 42 <br />agreement among the three property owners and they will probably have to share a sewer 43 <br />connection and public works is aware of if and will work with the new property owners. 44 <br /> 45
