MEMORANDUM <br /> TO: MAYOR AND CITY COUNCIL <br /> FROM: MICHAEL ULRICH, PUBLIC WORKS FOREMAN <br /> DATE: MAY 21, 1992 <br /> RE: LIGHTING OF THE CITY HALL BUILDING <br /> I have been working with Ron Griffith, an energy representative <br /> from NSP in re•ards to u••radin• the li•ht fixtures inside of <br /> City Hall. Many of the existing fixtures are original and <br /> extremely inefficient. After surveying the building with a light <br /> contractor, the City was provided with a summary of the existing <br /> fixtures and costs for operation in comparison to energy <br /> efficient ballasts and lamps. <br /> Without getting into great detail about the savings of individual <br /> fixtures, estimated annual savings based on current rates will be <br /> approximately $2,700. 00 per year. There are also some "hidden" <br /> savings; reduced number of ballasts and longer life (25 year <br /> life) , reduced lamp life (4-5 year life) , lower wattage lamps <br /> produce less heat, therefore, less air conditioning will be <br /> needed. <br /> The financing of this project can be handled in two ways. The <br /> first is to pay for the upgrade up front with City funds <br /> (approximately $10, 000. 00) or secondly, to finance it through <br /> NSP. Should Council select the finance option, NSP will apply <br /> the reduction of energy used plus the initial rebate to the <br /> City's existing electric bill. Consequently, the City's electric <br /> bill will not reflect any increase, other than future rate <br /> increases. After the City pays for the upgrade, the bills will <br /> be reduced, reflecting the savings. As you might recall, the <br /> City did something very similar to this with the LP gas tank. <br /> am requesting your input, approval (if so desired) and method <br /> of financing preferred. If approval is grated immediately, <br /> purchase of the materials can be made prior to the introduction <br /> of the Minnesota Sales Tax. <br /> I will be presenting this under staff reports.
