Item No. 7M <br />Meeting Date: August 13, 2007 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Michael Schnur, Lead Utility Operator <br /> <br />Item Title/Subject: Resolution 7141 Approving a Contract with DNR <br />Construction Services Incorporated for Door <br />Replacement at Treatment Plant No. 1 <br /> <br />Background: <br />In 2005, Staff in coordination with SEH, conducted an analysis of Water Division <br />building infrastructure. Some of the items that were identified that need to be <br />addressed are: <br />1. Water Treatment Plant No. 1 was constructed in 1991. The <br />doors that were installed are currently in very poor condition, <br />and are in need of replacement. The doors are constructed <br />out of steel for security reasons. This steel is reacting <br />negatively with the chemicals needed to successfully treat the <br />water going through the plant. As a result, they are rusting, <br />and are very hard to secure. <br />2. Well House No. 2 was constructed in 1962 and the windows <br />are in need of replacement. The windows are past their <br />expected life, and are very inefficient in the winter. There are <br />vents over the windows to cool the pump house down in the <br />summer while the well is running but these vents need to be <br />boarded up in the winter. <br />3. Well No. 2 the overhang on the door is currently leaking, and in <br />the wintertime, it allows for water to get in behind the <br />overhang. This moisture can cause structural damage to the <br />pump house during the winter due to the freezing and thawing <br />of the water. It is already breaking some of the bricks on the <br />front of the building. <br /> <br />On August 14, 2006 Council approved Resolution 6897, which authorized a <br />contract with SEH for architectural services for the 2006 Building Upgrades; <br />services included rehabilitation of aspects associated with Treatment Plant No. 1 <br />and Well No. 2. <br />
