Crane, Assistant to the City Administrator <br /> <br />Item Title/Subject: Presentation by the Bethlehem Baptist Church and <br />Representatives from the SAIL and STAND Programs <br /> <br /> <br />As part of an agreement with the City in 2004, the Bethlehem Baptist Church agreed to <br />an annual contribution in lieu of taxes (see attached report by Jim Ericson dated April 4, <br />2004). Bethlehem Baptist Church has conttirbuted toward activities that have benefited <br />the residents of Mounds View. At the August 27, 2007, Bethlehem Baptist Church <br />made a contribution to the City of Mounds View of $15,918 with a recommendation to <br />support the following: <br /> <br />1. $6,632.50 to support STAND program and the SAIL program for students <br />attending Edgewood Middle School; <br /> <br />2. $6,632.50 to the Mounds View Park and Recreation Department for <br />ongoing park improvement projects; <br /> <br />3. Bethlehem Baptist Church additionally recommends that the second half <br />donation of the 2007 “TIF Note Gift” of $2,653 be placed in the EDA Fund <br />to be used for activities that continue to support the economic climate of <br />the City of Mounds View; and <br /> <br /> <br />While the City Council approved items 2 and 3 above, staff was given direction by the <br />Mounds View City Council to invite representatives from the STAND and SAIL programs <br />(along with the pastor from Bethlehem Baptist Church) to discuss and answer questions <br />about these programs. The City Council postponed authorization for funding $6,632.50 <br />to these programs until the City Council is able to ask questions and get additional <br />information. Attached with this staff report is some information about the programs. <br />Representatives from Bethlehem Baptist Church and the SAIL/STAND will be at the <br />meeting to discuss the programs and answer any questions you may have. <br /> <br />If the City Council is in agreement with the recommended support of the STAND and <br />SAIL programs, this item will be brought back to the City Council on September 24th for <br />adoption by resolution. <br /> <br />Respectfully submitted, <br />Desaree Crane <br />
