Massage Therapy Report
Sept 10, 2007
Page 2

The City Council considered the proposed code amendment on August 27, 2007, approving
the first reading of Ordinance 798 as recommended by the Planning Commission and city
staff. At that meeting, the City Council raised questions regarding the licensing requirements
as outlined in Chapter 514. The City Attorney and staff will be reviewing this chapter in detail
and will prepare a report with possible changes at a future worksession meeting.

Recommendation:

Based upon the identified deficiency in the Zoning Code relative to Licensed Therapeutic
Massage businesses, staff and the Planning Commission recommend holding the scheduled
public hearing and approving the second reading and adoption of Ordinance 798 which
resolves said deficiency by identifying Licensed Therapeutic Massage business as a
permitted use within the B-2 Limited Business Zoning District (Chapter 1113 of the Zoning
Code.) Staff also seeks authorization from the Council to publish the attached summary of
the ordinance as permitted by the City Charter.

_____________________________________
James Ericson
Community Development Director

Attachments:
1.
