Mounds View City Council September 10, 2007 <br />Regular Meeting Page 6 <br /> <br /> 1 <br />Mayor Marty said that the City would like to see detailed plans for review when this moves 2 <br />forward. Mayor Marty said that this City has a history with pipelines, and all residents are 3 <br />concerned about this project and are against it. 4 <br /> 5 <br />Mr. Woehrle agreed that this pipeline does not directly serve the City of Mounds View, but said 6 <br />it is part of the overall regional pipeline grid that serves the entire metro area. Mr. Woehrle 7 <br />explained that the gas that serves the residents of Mounds View comes from another portion of 8 <br />the metro. The existing pipeline corridor serves the communities to the north and Xcel needs to 9 <br />do something to continue to serve the customers up there. 10 <br /> 11 <br />Mayor Marty asked whether it is proposed to be moved over a block or two from the existing 12 <br />four inch pipe, or along I35W and US highway 10. 13 <br /> 14 <br />Mr. Woehrle said that it is proposed to go down Greenwood rather than Eastwood for 15 <br />construction reasons and recommendations of the engineer. 16 <br /> 17 <br />Mr. Woehrle indicated that federal law does not allow them to follow interstates for safety 18 <br />reasons. 19 <br /> 20 <br />Council Member Mueller asked for safety information. 21 <br /> 22 <br />Mr. Woehrle explained their safety program and inspection procedures. 23 <br /> 24 <br />Council Member Mueller asked whether this valve would be electronically monitored. 25 <br /> 26 <br />Mr. Woehrle said that they monitor pressure electronically but, not the valve. 27 <br /> 28 <br />Barbara Haake of 3024 County Road I said she served on the Council when there was the 29 <br />pipeline explosion, and there are new regulations since that time. The thing that they found out 30 <br />at that time, is that the pipeline was leaking, and there are rules and regulations now to protect 31 <br />and ensure that there is not leakage. Automatic shutoff valves came out of that, but she is not 32 <br />sure how automatic shutoff valves work with natural gas. Ms. Haake indicated that they had 33 <br />issues with the gas being able to be turned off last time. 34 <br /> 35 <br />Ms. Haake said that she has always disliked that the pipelines go through a residential area but 36 <br />they are required to keep it out of interstate corridors. 37 <br /> 38 <br />Mr. Woehrle indicated that there is technology available for automatic shutoffs but it is not used 39 <br />in the natural gas industry because natural gas is lighter than air, and, almost always, vents 40 <br />upward. Xcel does not have any automatic shut offs and they are not proposing them for this 41 <br />location. 42 <br /> 43 <br />Mayor Marty said that it seems plausible to him to consider it for safety reasons.
