Mounds View City Council September 10, 2007 <br />Regular Meeting Page 12 <br /> <br />Mayor Marty indicated that he would like to have information put out to inform residents of the 1 <br />background surrounding the question, not just post the question on the ballot. Mayor Marty 2 <br />indicated that he would like to have the information provided on what the costs would be for a 3 <br />direct assessment versus $100 per year for the next 10 years approximately for the same project. 4 <br /> 5 <br />Council Member Stigney indicated that he would prefer not to tie it to the special assessment, but 6 <br />to the question, and that is $115 per year for a median value home for 10 years, and that is the 7 <br />question to propose to the voters. 8 <br /> 9 <br />Mayor Marty said that it is the job of Council to lead, but this is the last opportunity to put this to 10 <br />the residents. Mayor Marty indicated that rather than having all streets done within the next 18 11 <br />years, by levying $115 per year per resident, the entire infrastructure can be done within the next 12 <br />10 years without the special assessment potential of $3,000 to $6,000 per homeowner. 13 <br /> 14 <br />Finance Director Beer indicated that the construction time frame is 10 years, but the City does 15 <br />not necessarily have to pay for it over 10 years, so the City could pose this to the voters next year 16 <br />as part of the general election to save the cost of a ballot question this year. 17 <br /> 18 <br />Administrator Ulrich indicated that, if the referendum fails, and the assessments are necessary, 19 <br />the City has done the project and the City would have to pay for it and one neighborhood gets a 20 <br />good deal. 21 <br /> 22 <br />Council Member Mueller reminded Council that this is a Charter City, and the Charter 23 <br />Commission was established to provide a voice for the residents on public improvement projects, 24 <br />and it would concern her that one group would not have a voice if the project moves forward and 25 <br />then the rest of the residents have the ability to vote on the referendum. 26 <br /> 27 <br />Mr. Doty said that the issue is not the $5,000, but the issue is how the residents want to manage 28 <br />the pubic improvement projects, and the costs are small to allow residents a voice in the process. 29 <br /> 30 <br />Ken Glidden of 5240 Edgewood Drive asked what the Council has in mind in terms of what the 31 <br />referendum question would be. 32 <br /> 33 <br />Council indicated the question would be the method of payment. 34 <br /> 35 <br />Administrator Ulrich indicated the actual ballot question would require a total dollar amount, but 36 <br />the information put out could be more specific. 37 <br /> 38 <br />Mayor Marty commented that it would be easier to do this as part of the general election on a 39 <br />presidential election year however, then the project would be delayed. 40 <br /> 41 <br />Doty noted this charges those that have already paid an assessment twice, if they have to pay 42 <br />$115 per year for 20 years for other people’s streets. 43 <br /> 44
