Mounds View City Council October 8, 2007 Regular Meeting Page 7 Council Member Mueller reported that the Open Houses for the Fire Department are October 13, 2007 from 12:00 to 2:00 p.m. and on October 14, 2007 from 1:00 to 4:00 p.m. Council Member Mueller indicated that she received the opinion from Attorney Riggs on the Charter and thanked him for the information. Council Member Mueller said that the Irondale Marching Band came in first place in their class, got the highest scores in their class, and scored the highest ever at the competition in Iowa. Council Member Flaherty indicated that there is a flooding issue on the new trailway and he would like Staff to comment on that. Public Works Director Lee explained that the area in question was designed to infiltrate and the plan to correct that would be to dig an infiltration trench with clear rock to allow room for draining the area. Acting Mayor Stigney said that the City Attorney letter did not discuss whether it would be possible to refund previous special assessments and whether there would be petitioning rights for residents. B. Reports of Staff 1. Xcel Energy Gas Main Permit Update Public Works Director Lee indicated that the permit was issued and then updated the Council on the project to date. 2. 2009/2010 Street Project – Authorize Data Collection/Rain Gardens Public Works Director Lee provided information on the data collection and rain garden program development. Council Member Mueller asked if there are any grant programs for assistance with implementing rain gardens. Director Lee indicated that Staff is not aware of any at this time. MOTION/SECOND: Flaherty/Mueller. To Authorize Staff to Work with a Consultant on a Rain Garden Program. Ayes – 4 Nays – 0 Motion carried. 3.
