Mounds View City Council October 8, 2007 <br />Regular Meeting Page 7 <br /> <br />Council Member Mueller reported that the Open Houses for the Fire Department are October 13, <br />2007 from 12:00 to 2:00 p.m. and on October 14, 2007 from 1:00 to 4:00 p.m. <br /> <br />Council Member Mueller indicated that she received the opinion from Attorney Riggs on the <br />Charter and thanked him for the information. <br /> <br />Council Member Mueller said that the Irondale Marching Band came in first place in their class, <br />got the highest scores in their class, and scored the highest ever at the competition in Iowa. <br /> <br />Council Member Flaherty indicated that there is a flooding issue on the new trailway and he <br />would like Staff to comment on that. <br /> <br />Public Works Director Lee explained that the area in question was designed to infiltrate and the <br />plan to correct that would be to dig an infiltration trench with clear rock to allow room for <br />draining the area. <br /> <br />Acting Mayor Stigney said that the City Attorney letter did not discuss whether it would be <br />possible to refund previous special assessments and whether there would be petitioning rights for <br />residents. <br /> <br /> B. Reports of Staff <br /> 1. Xcel Energy Gas Main Permit Update <br /> <br />Public Works Director Lee indicated that the permit was issued and then updated the Council on <br />the project to date. <br /> <br /> 2. 2009/2010 Street Project – Authorize Data Collection/Rain Gardens <br /> <br />Public Works Director Lee provided information on the data collection and rain garden program <br />development. <br /> <br />Council Member Mueller asked if there are any grant programs for assistance with implementing <br />rain gardens. <br /> <br />Director Lee indicated that Staff is not aware of any at this time. <br /> <br />MOTION/SECOND: Flaherty/Mueller. To Authorize Staff to Work with a Consultant on a <br />Rain Garden Program. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br /> 3. Street and Utility Improvement Program Proposal – Announce <br /> Upcoming Meetings <br />
