Mounds View City Council September 24, 2007 <br />Regular Meeting Page 8 <br /> <br /> 1 <br />Xcel commented that the construction window is getting smaller and they would like to proceed. 2 <br />The representatives thanked Council for allowing the permit to move forward while the two 3 <br />remaining issues are resolved. 4 <br /> 5 <br /> G. Resolution 7165 Approving One Day Gambling Permit for Friends of St. 6 <br /> Paul for Patrick Holmes Benefit 7 <br /> 8 <br />Assistant to the Administrator Crane said that there is a benefit scheduled for Thursday, October 9 <br />4 , 2007 at Mounds View Community Center. Staff explained that a raffle is being conducted 10 <br />and they did not have a permit. Friends of St. Paul Baseball is a nonprofit and they have agreed 11 <br />to run the raffle for the benefit. Staff has reviewed the requirements and recommends approval. 12 <br /> 13 <br />MOTION/SECOND: Marty/Stigney. To Waive the Reading and Approve Resolution 7165, 14 <br />Approving a One Day Gambling Permit for Friends of St. Paul Baseball for the Patrick Holmes 15 <br />Benefit. 16 <br /> 17 <br />The Benefit Dinner is on October 4, 2007 from 4:00 p.m. to 8:00 and asked anyone interested to 18 <br />attend to help the Holmes family. 19 <br /> 20 <br /> Ayes – 5 Nays - 0 Motion carried. 21 <br /> 22 <br /> E. Resolution 7163, Approving the Printing and Distribution of the Summary 23 <br /> Report Document and Setting a Public Hearing Date for the Street and 24 <br /> Utility Improvement Program 25 <br /> 26 <br />Public Works Director Lee explained that the Streets and Utility Task Force was created with 27 <br />four objectives including developing a financial plan to address reconstruction of the streets, to 28 <br />develop street standards, develop prioritization and implementation plan, and to develop a 29 <br />communication plan. The Task Force has addressed all four objectives and they will be 30 <br />providing a recommendation to the Council including a summary report which is submitted to 31 <br />Council for approval of printing and distribution. 32 <br /> 33 <br />Director Lee explained that, if Council chooses not to hold a referendum vote on this matter, then 34 <br />the document should be amended to remove that language, prior to the printing of this document. 35 <br /> 36 <br />Director Lee noted that October 15, 2007 at 6:30 p.m. is the town hall meeting on this proposed 37 <br />plan. One week after that will be the official public hearing on this program. Since this is a 38 <br />program, Council is not required to do a public hearing but, based on the importance of this 39 <br />program, Staff and the Task Force recommend the public hearing. (Staff verified this statement 40 <br />with Director Lee and this statement is correct.) 41 <br />Jim Battin of 2332 Laport said that he was on the Task Force and there was an understanding that 42 <br />the Council would consider the recommendations of the Task Force. He then said that he would 43 <br />like the official view of the Council on the referendum. 44 <br /> 45
