Mounds View City Council October 22, 2007 <br />Regular Meeting Page 5 <br /> <br />Finance Director Beer commented that the developer came to the City and asked that the street be 1 <br />constructed. 2 <br /> 3 <br />Mr. Paladian indicated that he is trying to sell his home and the high taxes have been an issue as 4 <br />to why it does not sell. 5 <br /> 6 <br />Mayor Marty said that there is another development where the developer put the streets in and 7 <br />there are issues with the homeowners’ complaints regarding the streets not holding up or being 8 <br />maintained. 9 <br /> 10 <br />Mr. Johnson of 7474 Groveland Road said that many along his road have paid the assessment or 11 <br />continue to pay. He then said that this would cost him $990 more than what other residents 12 <br />would pay for their streets with the proposed reimbursement. 13 <br /> 14 <br />Mayor Marty commented that the City is trying the best it can to make this as equitable as 15 <br />possible. He then said that it would be impossible to make this match up dollar for dollar for 16 <br />every project that has been done. 17 <br /> 18 <br />Mr. Johnson said that he does not think that this is fair to him and others like him to pay 40% 19 <br />more. 20 <br /> 21 <br />Larry Baker of 8001 Greenwood Drive said that a society that thinks that they do not want to pay 22 <br />their portion of taxes that assist others does not last long. He then said that this $100.00 per year 23 <br />is not a lot of money, but it would make a huge difference in upgrading the City’s infrastructure. 24 <br /> 25 <br />Mr. Baker indicated that, if everyone pays their share, then the streets would be upgraded and 26 <br />that improves quality of life and property value for all. 27 <br /> 28 <br />Jerry Ruland of 8121 Red Oak Court said that he is for the program and thanked the Task Force 29 <br />for the work involved in this proposal. 30 <br /> 31 <br />Bob Edmond of 7835 Groveland Road asked whether Medtronic and the Industrial Park would 32 <br />pay for the streets. Mr. Edmond said that everyone has to pay for streets but, he feels some are 33 <br />getting the short end of the stick, since they have paid for their streets already. 34 <br /> 35 <br />Mr. Edmond said that he does not want his right to say no to a street project taken away from 36 <br />him. Mr. Edmond asked for paperwork showing how much Medtronic would be paying. 37 <br /> 38 <br />Finance Director Beer explained that this would be an additional $400,000 tax levy so that would 39 <br />be spread over the entire City, and Medtronic would pay its portion. 40 <br /> 41 <br />Jen Bergerson of 7880 Groveland said that she assumed that streets, water and sewer were a 42 <br />package deal. She then said that they were part of the 2003 street project. Ms. Bergerson said 43 <br />that she does not understand why they should be thankful to get 60% of the 25% that they paid 44 <br />refunded, and then be asked to pay for the next 10 years. 45
