Mounds View City Council November 13, 2007 <br />Regular Meeting Page 2 <br /> <br />Chris Johnson of Long Lake Road indicated he had questions on the Xcel project and asked 1 <br />whether they have met all permit requirements and asked whether the permit has been issued. 2 <br /> 3 <br />Public Works Director Lee explained that the permit has been granted and work begun but the 4 <br />valve issue and the easement issues are yet to be resolved. Those issues would need to be 5 <br />resolved before work is done in those areas. 6 <br /> 7 <br />Mr. Johnson asked whether all of the private easement agreements have been obtained. 8 <br /> 9 <br />Public Works Director Lee indicated that they have not. 10 <br /> 11 <br />Mr. Johnson asked whether the City could have them go around the area. 12 <br /> 13 <br />Public Works Director Lee explained that Xcel would have to explore a different route if unable 14 <br />to obtain the easements from the private property owners. 15 <br /> 16 <br />Mr. Johnson said that Xcel has threatened him with eminent domain. 17 <br /> 18 <br />Council Member Flaherty commented that the permit conditions have not fully been met if the 19 <br />easement agreements have not been obtained. He further commented that he did not think that 20 <br />Xcel has the authority to use eminent domain in this instance. 21 <br /> 22 <br />6. Public Hearing to Consider Resolution 7186, Adopting the 2008 Fee Schedule 29 <br /> 30 <br />Acting Mayor Stigney opened the public hearing. 31 <br /> 32 <br />Hearing no public comments, Acting Mayor Stigney closed the public hearing. 33 <br /> 34 <br />Assistant to the Administrator Crane suggested tabling to allow time for the Council to fully 35 <br />review the fee schedule. 36 <br /> 37 <br />Council Member Flaherty indicated that Community Center fees are being discussed and those 38 <br />have not been included in this Fee Schedule. 39 <br /> 40 <br />Acting Mayor Stigney indicated he would like to discuss incorporating the liquor license 41 <br />information from St. Paul. 42 <br /> 43 <br />Interim City Administrator Ericson indicated that the City charges more than St. Paul but Staff 44 <br />does feel that the information is valid and agreed to review the information for other fees as well. 45
