Item No: 04B
Meeting Date: 02/05/07
Type of Business: Work Session
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Kurt Ulrich, City Administrator
Item Title/Subject: Community Events/Celebrations Committee

Background
At a previous Council work session, the City Council asked for an opportunity to discuss
creation of a Community Events/Celebrations Committee. Two items of consideration
were whether the City should increase its involvement in the festival, both with planning
and funding of the event, and the fact that the City will celebrate its golden 50th
anniversary of incorporation in 2008.

At one time, the City was directly involved with the Festival in the Park annual community
celebration and created an ordinance establishing a Mounds View Festivities Commission
(see attached). The purpose of the Commission as outlined in the current code is fairly
general: “. . . to promote an annual community-wide event” and therefore could be
adapted to fit the current direction of the Council in regard to the Festival.

This Commission is no longer active, but remains on the books as a City Commission.
Currently, the Festival is planned and operated by a non-profit corporation and the City
provides $4,000 of staff contribution for set-up and operation of the Festival. The Festival
is primarily supported by private donations and volunteer labor organized by the non-
profit organization.

Recommendation
It is recommended that the City Council discuss the reactivation of the Mounds View
Festivities Commission under the current ordinance Chapter 406.
