City of Mounds View <br />Memo <br />To: Jim Hess <br />From: Greg Lee <br />CC: Kurt Ulrich <br />Date: April 25, 2007 <br />Re: Xcel Energy – Proposed 8” gas Line <br />On April 19, 2007, the City received a map from Xcel Energy indicating the <br />general path for a proposed 8” steel gas main. Xcel Energy wants to meet to <br />discuss this proposal. <br /> <br />The following are some general comments I have regarding this proposal. This is <br />NOT a complete and final review of a permit application. <br />• Xcel Energy will need to submit a complete permit <br />application to the City of Mounds View as well as other <br />government agencies that may have jurisdiction – i.e. <br />Ramsey County, the Rice Creek Watershed District, … <br />• A permit will be required from Ramsey County for the <br />portions that are within County right-of-way (County Road <br />I, County Road 10…) <br />• The Saint Paul Board of Water Commissioners has <br />permitting authority over that portion which crosses their <br />duel 60” water mains. This runs along the north side of <br />County Road I. Contact Gerard Strauss, Engineering <br />Technician at 651-266-6268 as a starting point. <br />• The proposed main crosses the Magellan Pipeline at Long <br />Lake Road. The proposal will need to be review by this <br />entity. <br />• The City will be constructing a 10’ bituminous trailway <br />along with landscaping and pedestrian lighting along <br />County Road 10. The City has already awarded a <br />construction contract for the southern portion of County
