If installed correctly, all radio read systems are readable with a drive by <br />type system, which would take 2 – 3 hours to read, if the City owned the <br />equipment. The equipment ranges in price up to $25,000. <br /> <br /> <br />Recommendation: <br />It is Staff’s recommendation to proceed with Option #2 by soliciting bids for the <br />wholesale change out of all of the malfunctioning MIU / phone accounts to radio <br />accounts. <br /> <br /> <br />Further consideration: <br />The City may encounter property owners who do not allow access to update the <br />meter reading devices. Similar to the Illicit Sanitary Sewer Connection Inspection <br />Program, the City may need to consider methods to promote access to various <br />properties to update the meter reading devices. This could include adding a <br />refundable or non-refundable charge until reading capabilities are restored. The <br />City could also consider the way in which water charges are assigned when the <br />City does not received a direct water meter reading. Currently the City assigns <br />the average of the last four quarters in which reading were obtained. The City <br />could use a different methodology such as adding an additional percentage into <br />this amount to ensure that the City is charging enough.
