Staff posed numerous questions at this meeting and expressed great concern <br />that the necessary information needed to review the permit was not provided. It <br />also became evident at this meeting that there were numerous construction <br />related items that were not previously planned and needed to be addressed. <br /> <br />The permit had no information pertaining to the location of the valves proposed to <br />be installed along Highway 10, no screening plan, no detail drawing of the <br />protection railing around the valves – this issue was discussed at the June Work <br />Session. <br /> <br />The permit indicated installation along the Greenwood Drive alignment between <br />Sherwood and Arden. There is no roadway through this area and there are areas <br />that are not owned by the City. This area may also be redeveloped at some point <br />in the future. Should the City permit an 8" high pressure gas transmission line to <br />be constructed on private property? Also, should the City permit to install the pipe <br />in an area we know will develop and will hinder the development of this area? <br /> <br /> <br />The application submitted by Xcel energy does not meet the requirement set <br />forth in the City Code. Code 910.09 section b. <br /> <br />910.09: PERMIT APPLICATIONS: Application for a permit is made to the <br />Director. Permit applications shall contain, and will be considered complete only <br />upon compliance with the requirements of the following provisions: <br /> <br />(a) Registration with the Director pursuant to this Chapter; <br /> <br />(b) Submission of a completed permit application form, including all <br />required attachments, and scaled drawings showing the location and area <br />of the proposed project and the location of all known existing and <br />proposed Facilities. <br /> <br />Therefore, Staff will be denying the permit application in its current form, and <br />returning it to Xcel Energy. <br /> <br />As a note, Xcel has mailed an information flyer to residents along Greenwood <br />Drive. Attached is a copy of this flyer. In the event Xcel Energy resubmits a <br />permit application for this project and construction will have a significant impact <br />on adjacent properties as a result of this project. Staff would recommend that the <br />City require Xcel Energy to conduct a public information meeting to address <br />citizen comments, questions, and concerns before a permit is issued. <br /> <br />Issues Staff Seeks Council Direction On: <br />• What information does the City Council want to see in regards to the valve <br />on County Road 10? <br />• What level of public notification would the Council expect? <br />• Does the Council wish to allow Xcel Energy to use of public land (Hillview <br />Park) as a staging area?
