Item No. 7D <br />Meeting Date: January 9, 2006 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br /> <br />Item Title/Subject: Resolution 6715 Authorizing the Re-Advertisement <br />for Bids and Setting a Bid Date for the Groveland <br />Park Building Replacement Project <br /> <br />Background: <br />At the July 25, 2005 City Council Meeting, the City Council rejected the bids <br />citing that the project was too expensive and asked the Parks, Recreation, and <br />Forestry Commission to look at alternatives. <br /> <br />On July 28, 2005 the Parks, Recreation, and Forestry Commission began <br />discussing and exploring alternatives for the replacement of the Groveland Park <br />building. Discussions and investigation have continued over the past several <br />months. On October 3, 2005 a Work Session report was submitted discussing <br />the alternatives (see attached report). <br /> <br /> <br />Discussion: <br />The Parks, Recreation, and Forestry Commission have looked into the options of <br />volunteer construction and pre-fabricated buildings. For volunteer construction, it <br />appears that we could make the necessary arrangements to have a volunteer <br />group construct the building. However, there are several issues that the City <br />would encounter with this option: if it was stick constructed the plans would need <br />to be changed at an estimated cost of $10,000, the City would still need a <br />general manager for the project, there would still be a need to hire plumbing, <br />electrical, and HVAC contractors. If the city was constructing a shed or a storage <br />building, this may be a more suitable option. <br /> <br />For pre-fabricated buildings the options found were simple metal shells – void of <br />any plumbing or HVAC systems. Pre-fabricated buildings that did include these <br />items were trailer type buildings. <br /> <br /> <br />
