REPORTS 6 <br /> 7 <br />A. Reports of Mayor and Council 8 <br /> 9 <br />Mayor Marty reported that he received two calls commending the Police Department on random 10 <br />enforcement. He stated that since the Safe and Sober Grant was received he has noticed 11 <br />additional enforcement within Mounds View. Mayor Marty noted that it has been shown that 12 <br />more enforcement and police presence reduces crime. He again commended the Police 13 <br />Department on their work with random enforcement. 14 <br /> 15 <br /> B. Reports of Staff 16 <br /> 17 <br />1. Review Citations Issued to Khaldon Bteibet 18 <br /> 19 <br />Community Development Director Ericson advised that Khaldon Btiebet is requesting the 20 <br />Council take action to dismiss the court citation issued to him. Director Ericson noted the staff 21 <br />report detailing the violations and request of Mr. Btiebet to authorize a waiver of the citation 22 <br />because he is not a controlling interest in the property. He noted that Mr. Btiebet is an operator 23 <br />but does not own or lease the property so Mr. Btiebet believes that he is not able to effect change. 24 <br /> 25 <br />Director Ericson stated his report indicates a confirmation that the property owners are out of 26 <br />State and advised that staff has been working with this property to resolve code issues for the last 27 <br />year and a half. The operator of the business is the responsible party but if the responsible party 28 <br />is not present to cut the grass or conduct maintenance, then it is the responsibility of the operator. 29 <br />That operator is Khaldon Btiebet. 30 <br /> 31 <br />Director Ericson noted there are three charges on the ticket and staff is actively pursuing 32 <br />abatement of the property. A sealed bid opening will occur in two weeks. He advised that staff 33 <br />would not recommend waiving the tickets but it is at the Council’s discretion. 34 <br /> 35 <br />Councilmember Flaherty stated the Council agreed previously to authorize the abatement which 36 <br />would automatically lien the property. Director Ericson stated the City would invoice the 37 <br />responsible parties and if payment is not received within 30 days, the cost would be assessed to 38 <br />the property. 39 <br /> 40 <br />Councilmember Flaherty asked what occurs if the property is in bankruptcy. Director Ericson 41 <br />stated he is not sure but does not believe that will be an issue in this case since the property 42 <br />owners have the means to cover the expenses. 43 <br /> 44
