<br />Item No: 8C <br />Meeting Date: 2-13-06 <br />Type of Business: Council Business <br />Administrator Review: _____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Chief of Police, Mike Sommer <br />Item Title/Subject: Authorization to advertise for new Police <br />Officer Position. <br /> <br />Date of Report: February 13, 2006 <br /> <br />Background: <br /> <br />The Mounds View Police Civil Service Commission maintains an eligibility list for <br />the position of police officer. This list has now expired and the police department <br />anticipates an opening for police officer due to the retirement of an Investigator this <br />spring. Therefore, it is necessary to create a new eligibility list so this vacancy can <br />be filled when the opening occurs. <br /> <br />The police department has had a personnel shortage of one officer for nearly the <br />past year due to an officer being out on workers compensation. This has created <br />coverage issues, scheduling difficulties, excessive use of overtime to fill the <br />vacancy, and made it difficult for officers to utilize their vacation, because of the <br />limited scheduling coverage abilities. The police department would like to fill the <br />new vacancy (created by a retirement) as soon as possible after the new opening <br />occurs, as an unnecessary delay in hiring a replacement will place further strain, <br />on our scheduling ability. Having a replacement officer in place at the time of the <br />retirement is critical to maintaining uninterrupted continuity of functional Police <br />operations. <br /> <br />The process of hiring new police officers is anticipated to take at least two months. <br />It begins with advertising to fill the positions. Minnesota rules, 6700.0700 sets legal <br />requirements for selection standards for peace officers, and The State of <br />Minnesota Peace Officer Standards and Training Board regulates the procedures <br />for hiring a peace officer. The required hiring process has several steps including: <br /> <br />1. Advertisement of positions <br />2. Police Civil Service Approval <br />3. Written Testing <br />4. Interviews of applicants <br />5. Scoring of written tests and interviews <br />6. Final selection of candidates <br />7. Psychological Examination of selected candidates <br />8. Test of physical strength and agility to measure job related skills
