Item No. 8G
Meeting Date: February 13, 2006
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business
City Administrator Review _______
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works

Item Title/Subject: Resolution 6739 Authorizing the Preparation of a
Preliminary Feasibility Report and Consultant
Selection for the Hidden Hollow South Street and
Utility Installation Project

Background:
For the last several months the City has been working with Dan Saplis,
Incorporated, to develop a parcel of land located on the north side of the west
end of Woodale Drive.

Dan Saplis, Incorporated has submitted a preliminary plat along with grading and
utility plans for review by the City.

Discussion:
Preliminary Report - The first step in a public improvement process is the
preparation of a preliminary engineering report. It is recommended that the
preliminary report be ordered at this time to determine the need and feasibility,
both physical and economic, of providing the necessary public improvements.

On January 24, 2006, City Staff met with the Dan Saplis, the developer of Hidden
Hollow South. At that time, the developer submitted an executed petition for
public improvement. The developer also submitted the necessary financial
security with this petition to ensure that the City will be reimbursed for fees
associated with creating the report.

Consultant Selection – There are several engineering consultants within the
City’s “consultant pool” from whom services could be obtained. Staff
recommends that the Council retain the services of the engineering firm of
Bonestroo, Rosene, Anderlik, and Associates (BRAA) to assist in the preparation
of the preliminary engineering report and other aspects of this project, as directed
by City Council. It should be noted that BRAA was the consultant for the Hidden
Hollow Street and Utility Installation Project.
