Mounds View City Council October 10, 2005 <br />Regular Meeting Page 5 <br /> <br />Approving the Medtronic Development Stage PUD Plans 1 <br /> 2 <br />Mayor Marty opened the public hearing at 7:28 p.m. 3 <br /> 4 <br />Community Development Director Ericson stated they would not be discussing the wetland 5 <br />alteration and calling of bonds at tonight’s meeting. He suggested all four items 8.A.1 through 6 <br />8.A.4. be presented as one public hearing. 7 <br /> 8 <br />Director Ericson stated on June 27, 2005, the Mounds View City Council and Economic 9 <br />Development Authority authorized an agreement with Medtronic Inc. to redevelop the Bridges of 10 <br />Mounds View golf course. The approved development was a multi-phased project with the first 11 <br />phase encompassing 820,000 square feet of office space and related ancillary uses. On July 11, 12 <br />2005, the City Council adopted Ordinance 760, an ordinance approving the transfer of land from 13 <br />the City of Mounds View to the Mounds View EDA and then subsequently to Medtronic. On 14 <br />August 22, 2005, the City Council approved Resolution 6581, which further authorized the sale 15 <br />of the Bridges site to the EDA for resale to Medtronic. At the same meeting, the City Council 16 <br />reviewed and approved the Medtronic Cardiac Rhythm Management (CRM) general concept 17 <br />plans without conditions. 18 <br /> 19 <br />Director Ericson noted Opus Architects & Engineers have submitted the detailed site plans, 20 <br />surveys and preliminary plat for this second stage of the PUD process. 21 <br /> 22 <br />Director Ericson stated the PUD has been revised from the general concept plans reviewed on 23 <br />August 22. The concept plan identified four distinct buildings in a pin-wheel orientation tied 24 <br />together by a two-store atrium-like commons area. While there remain four distinct eight-story 25 <br />buildings, these are now all oriented in an east-west fashion to enhance environmental 26 <br />sustainability. The first two phases would be linked together by stacking corridors and meeting 27 <br />rooms 60 feet wide except at the main level where the connective space is 180 feet wide. The 28 <br />fist phase would be connected to the parking ramp north of the buildings at the ground level, 29 <br />where the daycare and service areas would be located. The parking plan remains the same, in 30 <br />that Phase 1 would include a three-story structure ramp to the north and the 900 surface stalls 31 <br />near the building entrance. 32 <br /> 33 <br />Director Ericson stated the buildings are set back a minimum of 40-feet from the periphery lot 34 <br />line, which is consistent with the minimum requirements within the PUD. The buildings will be 35 <br />no closer than 80 feet to Highway 10 and 60 feet to Coral Sea Street and 82nd Lane NE. The 36 <br />Phase 1 parking ramp will be set back 100 feet from Coral Sea Street to preserve an existing 37 <br />stand of mature Scarlet Oak trees. The parking lot/ramp along 82 Lane NE will be set back 40 38 <br />feet. 39 <br /> 40 <br />He indicated the building will be constructed of precast concrete wall panels with horizontal and 41 <br />vertical reveals. The base of the buildings will have a decorative or specialty stone base. The 42 <br />rooftop utilities will be hidden from view by metal panel screens to match the color scheme of 43 <br />the building. These rooftop mechanical aprons and elevator penthouses will be inwardly set back 44 <br />from the edge of the building by as much as thirty feet to reduce their visibility. The façade will 45
