Item No. 07O <br />Meeting Date: March 13, 2006 <br />Type of Business: CB <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant to the City Administrator <br /> <br />Item Title/Subject: Resolution 6731 Authorizing Severance Payment for Dave <br />Parker <br />Background <br />Dave Parker was hired by the City as the Golf Course Equipment Manager on April 13, 2002. Due <br />to the golf course redevelopment, a layoff notice was hand carried to Dave Parker on October 27, <br />2005. <br /> <br />Discussion <br />The City Council adopted a severance package for all three regular full-time golf course <br />employees on August 22, 2005, with the passage of Resolution 6585. This resolution allowed <br />payout of vacation and sick leave in accordance with the current personnel policy, and allowed <br />accumulated flex-time to be used by employees. The Council also determined that there be <br />additional severance pay of one week per year of service, which is also outlined in Resolution <br />6585. <br />Layoff Notices were hand carried to all three full-time golf course employees on October 27, 2005. <br />Their last day of employment for all three golf course employees was Thursday, November 10, <br />2005 at 430pm. <br />Dave Parker used his accumulated flex-time per Resolution 6585, and his last day on payroll was <br />March 3, 2006. Section 4.25D of the Personnel Manual indicates that an employee will be <br />compensated for accrued vacation time and 50% of accrued sick leave. <br />Below is his severance package in accordance of Section 4.35 of the Personnel Manual and <br />Resolution 6585: <br /> <br /> Dave Parker <br /> <br /> Hourly Rate: $21.86/hour <br /> <br />Vacation: 252.96 hours X $21.86 = $5,529.71 <br /> Sick: 353.72 hours X 50% X $21.86 = $3,866.16 <br /> 3-Year Severance: 120 hours X $21.86 = $2,623.20 <br /> <br /> Total Severance: $12,019.07 <br /> <br />Recommendation: <br /> <br />Staff recommends severance payment for Dave Parker in accordance with Section 4.35D of the <br />City’s Personnel Manual and Resolution 6585. <br />
