This resolution requires that the <br />City Council approve all seasonal positions. <br /> <br />Discussion <br />Annually the City Council has approved the hiring of seasonal Public Works <br />positions. Resolution No. 5546 requires that approval take place six weeks prior <br />to actual hire of seasonal employees; therefore, this is typically done in early in <br />the calendar year. <br /> <br />Seasonal Employees benefit the City by providing labor services that are <br />relatively less expensive and are available during periods of greater labor <br />demand. In return, seasonal employees benefit from the skills and work ethics <br />they learn on the job. As a result, the employees, the City, citizens, and <br />taxpayers all benefit from this program. <br /> <br />Historically, there have been three time periods throughout the year when the <br />City Council approves the seasonal positions in the Public Works Department: <br />Summer (10 positions), Fall (2 positions), and Winter (1 position). <br /> <br />For 2006 Staff is proposing to hire only nine (9) summer seasonal positions. In <br />lieu of the tenth summer season, Staff is proposing to hire a Public Works intern. <br />In an effort to better serve the citizens of Mounds View and to meet the goals set <br />by the City Council Staff recommends this minor shift in the work force. This will <br />better enable the to administer and assist with activities associated with the <br />numerous public improvements needed to meet the City’s goals. Staff will be <br />submitting this proposal at a future date for consideration. <br /> <br />Summer Seasonal Employees – 2006 proposal to hire a total of nine (9) <br />positions. Duties include general Public Works and parks maintenance duties. <br />The employees generally are employed for about three months in the summer –
