Set a Public Hearing for 7:05 p.m., Monday, March 27, 2006, to Consider the 2 <br />Second Reading and Adoption of Ordinance 770, an Ordinance Vacating 3 <br />Excess and Unused Right of Way to SYSCO Minnesota. 4 <br />E. Resolution 6778 Revising the Funding for the Random Park Replacement 5 <br />Project. 6 <br /> 7 <br />MOTION/SECOND: GUNN/FLAHERTY. To Approve the Consent Agenda Items A-D. 8 <br /> 9 <br /> Ayes – 5 Nays – 0 Motion carried. 10 <br /> 11 <br />8E. Resolution 6778 Revising the Funding for the Random Park Replacement 12 <br />Project. 13 <br /> 14 <br />Councilmember Stigney stated a change was requested for a 60/40 split from the Special Project 15 <br />Fund to contribute 60 percent to the Park Dedication Fund, reducing the money to $40,000 from 16 <br />the Special Project Fund. He noted this will cost the City $24,000. He stated he sees no reason 17 <br />not to stay at the 50/50 level it was at before. He stated his disagreement with this Resolution. 18 <br /> 19 <br />MOTION: STIGNEY/. To waive the reading and deny Resolution 6778 Revising the Funding 20 <br />for the Random Park Replacement Project. 21 <br /> 22 <br />Motion died for lack of a second. 23 <br /> 24 <br />MOTION/SECOND: GUNN/THOMAS. To waive the reading and approve Resolution 6778 25 <br />Revising the Funding for the Random Park Replacement Project. 26 <br /> 27 <br />Councilmember Stigney pointed out that the money in the Special Projects Fund can be used for 28 <br />other purposes but the Park Dedication Fund is strictly for parks, so by taking money out of the 29 <br />Special Projects Fund, it cuts back what the City can do with the Fund. He stated the Special 30 <br />Projects Fund will be short $24,000 to the benefit of Parks and Recreation, when it already has 31 <br />$865,000 coming from Medtronic. 32 <br /> 33 <br />Councilmember Thomas stated the only thing that might possibly be added is for the language 34 <br />reflecting the additional costs of the parking lot, so there is not a precedence issue in the future. 35 <br />She explained a 60/40 split was decided because it was a 50/50 split with the additional cost of 36 <br />parking. 37 <br /> 38 <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. 39 <br /> 40 <br />MOTION/SECOND: THOMAS/FLAHERTY. To extend the meeting past 10:00 p.m. for 30 41 <br />minutes. 42 <br /> 43 <br /> Ayes – 5 Nays – 0 Motion carried. 44 <br /> 45
