The rationale for the action has <br /> been one of health consciousness and safety awareness . Risk Management <br /> specialists have been recommending such policies for years to reduce <br /> potential liabilities in the work place from "second-hand smoke" . <br /> Implementing a policy which prohibits smoking in vehicles is also highly <br /> recommended as a safety precaution. It is a proven insurance statistic <br /> that non-smokers have fewer automobile accidents than those individuals <br /> who smoke. <br /> Designating all City buildings and vehicles as Smoke Free has been <br /> discussed for several years and most frequently this year as the number of <br /> complaints from staff and visitors to City Hall has increased. <br /> The majority of cities in the Metro area have enacted similar policies as <br /> had the State of Minnesota and other government institutions. Such action <br /> is more the norm than the exception. <br /> The Department Heads and myself discussed the need for a more restrictive <br /> policy in Mounds View and agree with Council that the time has come for a <br /> Smoke-F-ree-en i-ronment-. refore, the-at-tacked-policy is presented for <br /> your consideration. <br /> Samantha Orduno, City Administrator <br /> j2ECOMMENDATION: <br /> Adopt Resolution No. 4153 Designating All City-Owned Buildings and <br /> Vehicles Smoke-Free Effective January 1, 1992 <br />
