REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 2 <br /> 'VS <br /> STAFF REPORT Report Number: 91-119WS <br /> � AGENDA SESSION DATE DECEMBER 2 , 1991 Report Date: 11-27-91 <br /> DISPOSITION <br /> Item Description: PRESENTATION BY EVEREST DEVELOPMENT REGARDING PROPOSED <br /> DEVELOPMENT FOR THE LOOSE ENDS SITE <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> Representatives of Everest Development met briefly with City staff last week <br /> and again today to discuss a proposed development for the Loose Ends site. <br /> Everest is working in conjunction with the Saturn Corporation to construct <br /> a "satellite dealership" on the site. <br /> Saturn's concept is to provide one or two large dealerships in centralized <br /> areas in the Metro area and construct smaller, area specific, operations in <br /> suburban communities . The satellite operations include a showroom floor <br /> which accommodates one new Saturn automobile, offices, general <br /> lobby/reception area and two "maintenance bays" . Saturn provides general <br /> service maintenance in the form of oil changes, tune-ups and other short <br /> term maintenance activities . <br /> Saturn's policy of providing general service maintenance on site poses <br /> concerns in that the building will include 2 large garage door bays for oil <br /> and other fluid changes. The drawings which were shown to staff indicated <br /> that the bay doors would be on the front side of the building facing Highway <br /> 10 . The general maintenance activity and its emphasis, both from a visual <br /> and actual activity perspective, may pose image concerns and be <br /> inconsistent with the Year 2000 plans for Highway 10 . <br /> The plan would utilize the existing building (with modifications) and <br /> provide for approximately 123 parking- spaces,_ approximately 100 of the <br /> spaces are for their new and used car inventory. As a new car dealership, <br /> Saturn will carry an inventory of used cars which have been traded in for <br /> new cars and will be sold on the site. <br /> Everest has also proposed construction of a road behind the proposed Saturn <br /> dealership which would connect at Jackson and cut through the Business Park. <br /> The road, if constructed, could have a significant negative impact on the <br /> surrouncring-neighborhood. <br /> Representatives from Everest and the Saturn Corporation will be present <br /> Monday night for the presentation. <br /> RECOMMENDATION; <br /> Samantha Orduno, City Administrator <br />
