MEMORANDUM <br /> TO: MAYOR AND CITY COUNCIL �,(� <br /> FROM: SAMANTHA ORDUNO, CITY ADMINISTRATOR �'`� <br /> DATE: NOVEMBER 20, 1991 <br /> RE: FRANCHISE FEE ORDINANCE <br /> At the November 18th Council Budget Meeting the issue of revisiting <br /> the ordinance to establish franrhisp fpns was discussed. As a <br /> result of the discussions and the subsequent consensus that the <br /> issue should be readdressed at the November 25th Council Meeting, <br /> I have attached the ordinance. Please note that the percentage for <br /> gas and electric fees has been changed from 4% to 3% . <br /> The process to revisit this issue is best completed if there is a <br /> motion to reconsider the vote by either Councilmember Wuori, <br /> Blanchard or Rickaby. The motion to reconsider the vote must be <br /> approved by a 4/5 vote. The approval of the first reading of the <br /> ordinance also must be a 4/5 vote. <br /> I must take this opportunity to applaud your action of last Monday, <br /> (November 18) . Considering the very substantial revenue issues the <br /> City faces in the future, it was encouraging to see the Council <br /> dedicate themselves to actions which will contribute to the city's <br /> current and future financial viability. <br /> SO/mjs <br />
