Initiate an on-going program of street light <br /> installation, lighting and maintenance which is <br /> performed in accordance with City standards <br /> and is not dependent on fluctuating general operating <br /> revenues, i.e. , installation costs for new street <br /> lights was eliminated from the proposed 1992 Budget <br /> because of the revenue shortfall. A utility would <br /> eliminate such a cut. <br /> 3 . It is a fair and equitable distribution of costs for a <br /> service which benefits all users -- residential and <br /> businesses and institutional properties. <br /> Franchise Fee <br /> 1. Implementation of franchise fees on public utilities <br /> will provide the needed revenue to prevent future <br /> service and program or employee reductions or <br /> eliminations. Reducing the City's already understaffed <br /> work force could seriously and negatively impact such <br /> services as patrol functions, street maintenance, <br /> inspections, and youth, adult and senior recreational <br /> programs. <br /> 2 . For decades utility companies have been granted the <br /> right to conduct the business of providing electricity <br /> and gas within the City limits . The companies have <br /> constructed, operated gas and electric systems along <br /> City streets and other public right-of-ways for years <br /> a • • .. • ating the City for the. use of their <br /> property, staff and equipment use. Implementation of <br /> the franchise fee represents the City's right to <br /> receive compensation for such a service that the City <br /> has long since provided free of charge. <br /> 3. Implementation of the franchise fee will provide needed <br /> revenues to maintain, improve current service delivery <br /> systems and make it possible to effectively plan for <br /> future enterprise activities (i.e. , the municipal golf <br /> course) which would-dLamat-icaily-reduce reliance ori <br /> property taxes and bring in substantial revenues from <br /> strictly user fees . <br />
