Mayor Linke entertained a <br /> motion for a vote to adopt Resolution No. 4137 . <br /> MOTION/SECOND: Quick/Blanchard to adopt Resolution No. 4137 <br /> Commending Joe O'Connll for the Renovation of the Hillview <br /> Park Hockey Rink. <br /> 5 ayes 0 nays Motion Carried <br /> Mayor Linke presented Resolution No. 4137 to Joe O'Connell on behalf of the <br /> City Council and thanked Joe for his participation in the renovation of the <br /> Hillview Park Hockey Rink. <br /> RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: • <br /> There were no residents requests or comments . <br /> 411 <br /> PUBLIC HEARINGS: <br /> Mayor Linke opened the public hearing for the consideration of Alternate <br /> Revenue Sources : a Street Light Utility and Utility Franchise Fees, at 7 : 15 <br /> p.m. Samantha Orduno, City Administrator, delivered a presentation on the <br /> two proposed alternate revenues; 1) street light utility and 2 ) franchise <br /> fees and how they would help the City during the current crisis and future <br /> economic difficulties resulting from state aid cuts, state mandates and <br /> fluctuating revenue sources . Ms . Orduno explained what these two alternative <br /> sources were and how they would be implemented. Ms . Orduno stated the <br /> advantages and disadvantages of each alternate revenue program, what—benefit <br /> _ - • - • he City and how it would impact the taxpayers . Ms . <br /> Orduno also stated that representatives from Northern States Power were in <br /> the audience and would later be able to answer questions from the public. <br /> Orduno presented these facts in two parts -- first the street light utility <br /> and secondly, the utility franchise fee. <br /> It was noted that the street light utility revenues could only be used for <br /> that utility and the utility franchise fee could be used for any general <br /> operating expenditure like Parks, Police, Fire. <br /> Street Light Utility <br /> Mr. Bill Werner, Jr. , 2442 Sherwood Road, inquired as to why there was a <br /> deficit shown in the third year of the street light program? <br /> • <br />
