cOMI'I LATION OP <br /> • RESOLUTION NO. 1069 ANI) <br /> RESOLUTION NO. 1.354 <br /> CITY OP MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OP MINNESOTA <br /> J1 STREETLIGHT INSTALLATION POLICY REPLACING <br /> RESOLUTION NO. 946 <br /> WHEREAS, each year the City Council receives several requests <br /> for the installation of streetlights; and <br /> WHEREAS, the cost of operating streetlights is a large budget <br /> item; and <br /> WHEREAS, the City Council desires to maintain and enhance the <br /> safety of its neighborhoods through the provision of streetlights <br /> while at the same time keeping the tax burden of operating street- <br /> lights at a minimum; <br /> NOW, THEREFORE",' BE IT RESOLVED by the Council of the City of <br /> Mounds View that the following policy shall govern the installation <br /> of streetlights at a minimum; <br /> • <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br /> Mounds View that the following policy shall govern the installation <br /> of streetlights in residential areas: <br /> (1) Property owners desiring installation of streetlights <br /> shall submit a petition requesting such with the <br /> signatures of at least fifty percent of the affected <br /> property owners. All signatures of persons on the • <br /> petition shall mean their consent to the location of <br /> the light, on or near their property. The petition • <br /> shall include signatures of consent of the property • <br /> owner directly affected by the final location unless <br /> it is determined by the City Council that the requested <br /> streetlight is in the interest of preserving the health <br /> and safety of residents of the area. A property owner <br /> shall be deemed to be affected if his/her property is <br /> within 200 feet in any street direction from the pro- <br /> posed streetlight location on either side of the street. <br /> A property owner directly affected shall be one whose <br /> property the light is on, abutts, or is directly <br /> adjacent (opposite side of street) . • <br /> (2) The proposed location shall meet at least one of the <br /> following criteria: Intersections, sharp curves, cul de <br /> sacs, dead ends, long blocks, vandalized areas, or mid- <br /> block pedestrian crosswalks. A showing of need for a <br /> similar criteria may also qualify. The criteria must be <br /> related to a meed for public safety. <br /> (3) All streetlights shall be spaced at least 400 feet apart • <br /> unless the above criteria apply. In no case shall lights • <br /> be closer than 250 feet to one another. <br /> (4) All new streetlight installations shall be 100 watt high <br /> pressure sodium at a- 30 foot mounting height. <br /> • <br /> (5) Streetlights shall be included in all public improvement <br /> projects according to the above criteria. <br /> (6) Qualifying requests for streetlights may be scheduled <br /> for installation in a subsequent year if the City Council <br /> determines sufficient funds are not available in the cur- <br /> rent City budget. <br /> Adopted the 11th day of February, 1980 (Resolution No. 1069) <br /> • <br /> and the 14th day of September, 1901 (Resolution No. 1354) . • <br />
