The City will continue to be active in seeking State and Federal <br /> grants to lessen the reliance on the property tax levy. Grants <br /> received by the City include: civil defense, police training, police <br /> and fire state aids, state aids for street maintenance and <br /> construction, parks development, and senior citizen <br /> transportation. <br /> Through these revenue sources the City seeks to reduce reliance <br /> upon the property tax. All revenues received by the City are <br /> used to meet the City's goal of financing current services with <br /> current revenues. <br /> 2. Utility Services <br /> Current operations of the Water and Sewer utilities are financed <br /> entirely from the fees charged users of each utility. User fees are <br /> established at a level sufficient to provide for normal recurring <br /> operating expenses, depreciation expenses, retirement of bonded <br /> debt, and an allowance for emergency repairs. This ensures that <br /> users of the utilities pay their fair share for services received and <br /> also maintains the financial integrity of the Water and Sewer <br /> Funds. <br /> 37 <br />
