The franchise fee method would be <br /> helpful in 1993 but not in 1992 because this fee is returned to <br /> the City only at the end of the year. <br /> Alice Frits, 8072 Long Lake Road, stated that if these revenues are <br /> coming out of the pockets of the residents she does not want it to <br /> go through Northern States Power for handling. It should be paid <br /> with the sewer and water bill. <br /> Mayor Linke stated that with the street light utility it would be <br /> present on the sewer and water bill . <br /> Bill Frits , 8072 Long Lake Road stated that NSP would not collect this <br /> 4 percent tax for free and that NSP would impose an additional <br /> administrative charge for handling the money. <br /> Dave Schwartz, Community Service Manager for NSP, stated that by <br /> law NSP is not permitted to pass on an administrative fee to the <br /> residents or to the City for collecting the franchise fee. <br /> Mr. Schwartz stated that the franchise fee is counter-productive in <br /> 0 some ways because if a business was looking at a site in Mounds <br /> View and a site in another city that does not impose the franchise <br /> fee, the business may select .the other city because it would not <br /> have to pay this additonal expense. <br /> • <br /> Councilmember Rickaby stated that either way there would be <br /> administrative fees . She indicated that to her the franchise fee <br /> would be the best way to go to collect additional revenues because <br /> the homeowner has more control and could guarantee that the costs <br /> will go up from what was quoted. With street lights, they are <br /> always burning and the homeowner has no control over when they are <br /> on and when they are off and how many the City instalis . <br /> • - - rove and Road, stated that large banks of lights burn in <br /> to the night at Groveland Park. This is a waste of money. How many <br /> more streetlights will the City add? She stated that homeowners, <br /> in general, are willing to pay their fair share but things cannot <br /> be continued to be added on to their taxes , it seemed to her that <br /> homeowners were floating the bill for all things . <br /> Samantha Orduno, City„Administrator, stated that the tax portion of <br /> the tax dollar for theCity of Mounds View went down in 1990 and <br /> - 1991. The City's portion of the tax dollar had not increased as in <br /> surrounding cities. <br /> Bill Frit:,, 8072 Long Lake Road, stated it is evil to create another <br /> tility. Mr. Frits stated streetlights should be placed in <br /> strategic spots, not put one in everywhere because everyone wants <br />
