- ` Agenda Section: 8 -3 <br /> oums REQUEST FOR COUNCIL CONSIDERATION Report Number: 91-8 6C <br /> STAFF REPORT <br /> Report Date: 10-10-9 1 <br /> ������ Council Action: <br /> ❑ Special Order of Business <br /> CITY COUNCIL MEETING DATE October 14 , 19 91 ❑ Public Hearings <br /> at Consent Agenda <br /> ❑ Council Business <br /> Item Description: Approving the Reclassification of the Position of <br /> Accounting Clerk <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> The position of Accounting Clerk was filled over three years ago by an individual who has since moved beyond <br /> the requirement and tasks associated with that job classification. <br /> Several months ago I was asked to re-evaluate the position. In doing so, it became evident that the tasks, duties <br /> and responsibilities did not fairly and accurately represent the position of Accounting Clerk. The duties, tasks <br /> and responsibilities currently undertaken by the incumbent were more closely related to those associated with the <br /> position of Payroll Clerk. The Finance Director and I agree that the position warrants reclassification and the <br /> incumbent's performance is satisfactory to also warrant a reclassification increase. <br /> Minnesota's Pay Equity Law is very clear that positions must be reviewed and maintained on a regular basis. <br /> The current regulations from the Department of Employee Relations (DOER) mandate a complete <br /> position/classification review once every three years. Many positions in the City have not been reviewed since <br /> 1987. Because this position so clearly represents an opportunity to upgrade a position justified by clearly <br /> delineated duties, it is recommended that the Council consider the following position reclassification and salary <br /> adjustment: <br /> Old Position Title & Compensation Range Old Position Title & Compensation Range <br /> Accounting Clerk Payroll Clerk <br /> Current pay: $11.40/hr. Step 1 Step 2 Step 3 Step 4 Step 5 <br /> $1-976/mo. $10.70 $11.37 $12.04 $12.71 $1338 <br /> $23,712,'r. <br /> The five step compensation plan for this position is consistent with the previously established plan for other <br /> positions in the City. It is recommended that the incumbent start the new position of Payroll Clerk at Step 3. <br /> After a 6 month satisfactory performance, the individual will advance to Step 4, after one year the incumbent will <br /> advance to step 5. <br /> C- a <br /> Samantha Orduno, City Ad . istrator <br /> RECOMMENDATION; <br /> Motion to waive the reading and adopt Resolution No/ %Approving the Position Reclassification of Accounting <br /> Clerk to Payroll Clerk and salary adjustment from 11.40/hr. to 12.04/hr effective October 14, 1991 <br />
