The money is used to undertake housing and <br /> community development activities primarily benefitting the residents of <br /> suburban Ramsey County. - <br /> In order for Mounds View to participate in the County CDBG entitlement <br /> program, it is necessary to enter into a Joint Cooperative Agreement with <br /> Ramsey County. The participation of the City of Mounds View allows Ramsey <br /> County to include the Mounds View population in the County's determination <br /> of eligibility in the federal program. The City entered into such an <br /> agreement in 1985 and again in 1988. Because the agreements must be <br /> updated every three years, the County is asking the City to once again <br /> enter into an agreement. <br /> The City does have the choice to "opt out" of the County entitlement <br /> program and compete directly with other cities in the state's small cities <br /> program. The advantage of this is that Mounds View would have the <br /> opportunity to compete with cities of similar size rather than compete for <br /> funds with larger, more populous cities in Ramsey County. However, the <br /> disadvantages may outweigh this advantage. Many of the cities in the small <br /> cities program are stand alone cities with social service programs which <br /> . . : - : , ' - - - - <br /> option the City would be competing for CDBG funds with far more cities <br /> than those existing in Ramsey County. <br /> It is staff's recommendation that Mounds View remain with the Ramsey <br /> County entitlement program. In the past, Mounds View has not utilized the <br /> CDBG program to the extent that was possible.
