SEPTEMBER 23, 1991 <br /> PAGE TWO <br /> area church, to purchase all 21 acres of his land to build a church <br /> and a church school. He informed them that the City is interested <br /> in obtaining 5-6 acres of his site for incorporation into the <br /> proposed golf course scheme. Everything is very tentative at this <br /> point. He and I will be meeting the Week of September 30th to <br /> discuss the proposed golf course, so I hope to learn more about the <br /> church's plans . Any action to build a church and school on that <br /> property would require a rezoning providing water and sewer also <br /> becomes a significant issue. As I said, all of this is extremely <br /> preliminary, but I wanted you to be informed of this if it should <br /> become an issue somewhere down the road. <br /> I have attached a preliminary drawing of the proposed fire station <br /> to be located on the corner of Pleasant View and Highway 10. The <br /> Administrative Committee has reviewed the plans as they have been <br /> presented by the architect. Plans are to proceed with a <br /> groundbreaking this year hopefully. <br /> I have received a revised Fire budget and have enclosed it for your <br /> review. One item remains outstanding and that is the issue of the <br /> Department's clerical staff participating in the Relief <br /> Association's Retirement Program. State law and the Association's <br /> by-laws prohibit such participation by any person other than a <br /> firefighter. I have spoken with Ron Fagerstrom on this matter and <br /> he is very cooperative in working through the requests for changes <br /> which the three cities have made. We hope to have the matter <br /> resolved soon. <br /> The Ramsey County Court Study Commission met on Monday, September <br /> 16th at the Shoreview Community Center. I did not attend, but spoke <br /> with Dave Childs yesterday. Evidently, one of the big issues for <br /> the judges is not the two suburban courts, but rather the need for <br /> additional judges. The discussion at the meeting centered on the <br /> need for more space in the existing New Brighton facility and <br /> surprisingly the judges-expressed-agreement (-atm-hi Re) twat all <br /> services should not be reconsolidated back into the St Paul <br /> facility. The issue of one suburban court (possibly located in <br /> Shoreview or Arden Hills) was discussed and the possibility of a <br /> facility which provided for an expanded service system such as the <br /> ability to book prisoners at the facility was met with initial <br /> approval. The Commission will meet again on October 14th. <br /> *The first Household Hazardous Waste Informational Meeting will be <br /> held next Thursday, 7 :00 p.m. at City Hall. Representatives from <br /> the County's Public Health Department, Dynex, the Fire Department <br /> and City Staff will be present to answer questions and provide <br /> information. <br /> *On October 3, 1991, numerous metro area police organizations are <br /> sponsoring "Turn Off The Violence.
