• August 13, 1991 <br /> Page Two <br /> Federal regulations also require that we advise you of your <br /> opportunity to "opt out" of the County' s entitlement and compete <br /> directly with other cities in the state's small cities program. <br /> We, of course, hope that you will not choose this route, as we <br /> feel that the County program is your best opportunity of receiving <br /> an allocation for an eligible project. <br /> If, however, you do choose to "opt out", please be advised that <br /> you may not have an opportunity to participate with us for the <br /> next three years. "Opt out" notification must be made to both the <br /> County and the local HUD office no later than October 18, 1991. <br /> SIGNING A COOPERATION AGREEMENT DOES NOT REQUIRE THAT YOU ACTIVELY <br /> PARTICIPATE IN THE PROGRAM. IT DOES PROVIDE THE COUNTY WITH THE <br /> NEEDED POPULATION TO QUALIFY AND INFLUENCES OUR ANNUAL ALLOCATION. <br /> We are pleased with the active participation of several of our <br /> municipalities over the past six years. We would like to see more <br /> communities who believe they have an eligible project contact us <br /> about the possibility of funding. It is interesting to note that <br /> every community that has proposed a project that meets the HUD <br /> national objectives, can comply with all of the federal rules and <br /> regulations, and is prepared to proceed, has received an <br /> allocation for their project. In addition, several projects have <br /> been undertaken suburban-wide which benefit low and moderate <br /> income persons in your individual communities. <br /> In summary, we ask that you return the enclosed cooperation <br /> agreements to us no later than October 10, 1991. Either a Council <br /> resolution or a statement from your legal counsel indicating the <br /> authority for the signatories to enter into the agreement should <br /> a c-empany-1t.
