They proceeded to look for <br /> other organizations to conduct pulltab operations in <br /> their establishments. It is my belief they may have felt <br /> they could get additional money from these new groups <br /> over and above what State law allows. Again, this is <br /> just my belief. <br /> With all the new law changes in charitable gambling from <br /> the State, and the new responsibilities that cities have <br /> to handle, our City Council placed a moratorium on <br /> issuing new permits until a study could be done and a new <br /> ordinance put in place. Our Council met with the <br /> gambling compliance people from the State and our City <br /> Attorney reviewed certain issues with the State Attorney <br /> General's office and finally, a new ordinance was <br /> adopted. <br /> The next issue we had to deal with was the organizations <br /> applying for permit approval. The one that created the <br /> largest problem was our fire department. Feelings were <br /> mixed as to whether or not they belong in the gambling <br /> arena.
