" <br /> Councilmember Mathiowetz agreed recalling that if the bond referendum <br /> passed, the fire department was to make no capital expenditure <br /> requests for the next five years and a reserve account was to be <br /> established for equipment replacement. Councilmember Mathiowetz <br /> stated his opinion that gambling proceeds should be spent on community <br /> needs which are not funded by any other formal means such as, the <br /> senior class all-night party, youth activities, etc. <br /> Mr. Myslicki stated that whatever money the fire department does not <br /> need, will be given to organizations in the City who need it. Mr. <br /> Myslicki estimated that 80% of the fire department's gambling proceeds <br /> will go back to the community for charitable causes. Mr. Myslicki <br /> stressed that the fire department is eligible under state law to be <br /> involved in charitable gambling. <br /> MOTION BY COUNCILMEMBER MASON APPROVING THE PREMISE PERMIT FOR THE <br /> SPRING LAKE PARK FIRE DEPARTMENT AT POVLITZKI'S ON 65 (RESOLUTION NO. <br /> 91-31. ) <br /> Councilmember Mason commented that premise permits are a one year <br /> license and if the Council is not satisfied with the operation at the <br /> end of the year, the premise permit can be reconsidered. <br /> Councilmember Mathiowetz restated his concern about the financial <br /> services contract and cautioned the fire department that they should <br /> never have to pay more than the $400 a month quoted as a minimum. <br /> ROLL CALL VOTE: COUNCILMEMBERS MASON, AYE; MATHIOWETZ, AYE; HOLLOM, <br /> NAY AND MAYOR WELLS, NAY. MOTION DEFEATED FOR LACK OF MAJORITY. <br /> Councilmember Hollom stated that he does not believe the fire <br /> department should be involved in charitable gambling. <br /> Mr. Myslicki pointed out that the fire department meets all the State <br /> guidelines. Mayor Wells questioned whether the fire department still <br /> qualifies given it's new relationship to the three cities and asked <br /> icki if metre SLate has-been informed-of-the-new relationship. <br /> Mr. Myslicki pointed out that they are still a non-profit <br /> organization. <br /> 6. Public Works Report <br /> Public Works Director, Chuck Rundle, reported as follows: <br /> --A sewer back-up occurred on June-15,- 1991- at 3:00 A.M. at the 600 <br /> block of Ballantyne Lane, caused by a paper towel-type material and <br /> fine roots. <br /> --The parks are in good condition. <br /> --The street pothole repair program has begun and is progressing. <br /> --Some sanitary sewer cleaning is being done this week and will <br /> continue as time and manpower are available. <br />
