DISTRICT 1 <br /> (NOTE: This district is part of the Old Highway 10 Corridor; <br /> additional planning considerations are contained in that sec- <br /> tion. ) <br /> District 1, also referred to as City Center, is the most diverse <br /> District in the City in terms of land use. The District <br /> straddles Old Highway 10 and encompasses the Civic Center, public <br /> library, both of the City's community parks and open space, major <br /> retail shopping and service businesses, a church, and a full <br /> range of housing options from low to high density residential, <br /> including a senior citizens apartment building. Silver View Park <br /> is the predominant land use comprising nearly 35 acres, of which <br /> 12 acres are lake. <br /> Natural features include wetlands and open water, Silver View <br /> Pond, and tree massing. A major tree massing is located along <br /> Old Highway 10 on an undeveloped parcel designated for limited <br /> business/medium density residential. These natural area provide <br /> significant habitat to wildlife. <br /> Old Highway 10 bisects the District on an angle from southeast to <br /> northwest. Major intersections of the highway and the county <br /> roads are controlled with signal lights . A ring road concept has <br /> been introduced to provide interior access to the public and <br /> commercial uses within the mixed-use PUD. Minor arterial roads <br /> and collector streets encircle the District. A limited number of <br /> pedestrian walkways have been developed within the District, <br /> which are not yet available in other areas of the City. <br /> A significant amount of undeveloped land remains on the south <br /> side of Old Highway 10 at the east and west boundaries of the <br /> District. New development will be constrained by controlled <br /> access to Old Highway 10, wetlands, and the mixed use character <br /> of the District. Rehabilitation of housing may be needed, <br /> particularly in some of the higher density residential areas . <br /> Redevelopment of commercial uses is not expected, aside from <br /> cosmetic or store-front enhancement. <br /> Old Highway 10 has fragmented the City into two community areas, <br /> north and south. The creation_ • _ _ _ - d <br /> continued emphasis on the Civic Center and park areas will serve <br /> to unify the City. Emphasis on the "City of Trees ' theme will be <br /> particularly evident in the City Center area. <br /> Future development should be planned to create and enhance the <br /> strong focal point of the community. The Civic Center, community <br /> parks and public library need to be linked across Old Highway 10 <br /> with signage and common landscape and lighting themes . <br /> Commercial development should be focused within the existing <br /> 0491-1 (No Revisions) <br />
