DISTRICT 7 <br /> District 7 consists entirely of residential neighborhoods bounded <br /> and accessed by County Road I to the south and Long Lake Road to <br /> the west. A mobile home park and single family homes exist along <br /> the Interstate 35W corridor. A greenway has been acquired in the <br /> northwest portion of the District to serve as a buffer between <br /> New Highway 10 and residential properties . <br /> This District was one of the first large residential developments <br /> in the City. Aging units and the negative effects of the mobile <br /> home park makes this area a prime candidate for rehabilitation <br /> and/or redevelopment. A number of homes within the district are <br /> in need of rehabilitation. Efforts should be made to identify <br /> any state or federal funds that may be available for improvement <br /> of these dwellings . The City would need to act as a liaison to <br /> encourage redevelopment and to aid residents in obtaining the <br /> funding. <br /> The District is served by Greenfield, Ardan and Oakwood Parks . <br /> Located within the District are several wetlands that serve an <br /> important role in the City's Storm Water Management System. <br /> These wetlands are protected from development by the City's <br /> Wetland Zoning Ordinance. <br /> New Highway 10 and County Road I are the major traffic impacts on <br /> the District, with noise from New Highway 10 being a major <br /> problem. Long Lake Road, Hillview Road, and Quincy Street also <br /> carry a considerable volume of traffic. Due to primary <br /> north/south runway orientation, the Anoka County/Blaine Airport <br /> (Janes Field) impacts the District. <br /> The mobile home park is a permitted use due the City's adoption <br /> of a mobile home park zone (R-5) , even though it exceeds current <br /> density standards making it a grandfathered condition. The City <br /> should take an active roll in working to lessen the impact of <br /> existing conditions within the mobile home park. <br /> 0491-1 (No Revisions) <br />
