r <br /> District 11 <br /> District 11 is predominately comprised of single family homes <br /> built on very large lots. Two-family homes have been built along <br /> Silver Lake Road and along County Road H2 . The District contains <br /> a significant number of mature trees, as well as three small <br /> wetlands . These wetlands are privately owned and platted <br /> property, but are protected from development by the City Wetland <br /> Zoning Ordinance. The area adjacent to the southern shore of <br /> Spring Lake is a conservation, preservation, and recreation area. <br /> There is no park located within the District; the only public <br /> facility is a well house. The District is bordered on three <br /> sides by county roads; Silver Lake Road, County Road I, and <br /> County Road H2 . The fourth side is the border between the cities <br /> of Fridley and Mounds View. There are no non-conforming uses <br /> within the District, however, a former neighborhood convenience <br /> store is closed and boarded. <br /> The minor arterial roads, Silver Lake Road and County Road I, <br /> combined with the impact of the collector streets, County Road H- <br /> 2 and Spring Lake Road, subjects the residents of the District to <br /> a significant amount of traffic. Residents have noted at public <br /> meetings that County Road I and H2 are frequently used by large <br /> trucks as well. <br /> Except for the former neighborhood commercial site, development <br /> opportunity within the District is limited to fill-in, low <br /> density residential. Because only a few scattered parcels remain <br /> undeveloped, it does not appear that an open-space park facility <br /> can be created. <br /> The planning focus for this District is to preserve .the existing <br /> low density residential nature of the area and to protect the <br /> area from negative traffic impacts. Traffic counts should be <br /> monitored and traffic management techniques employed as needed. <br /> Provisions for safe pedestrian/bicycle access to park facilities <br /> in adjacent districts should be established. The former <br /> neighborhood commercial site should be redeveloped as <br /> residential, at a density that the site can Suppor _ <br /> negative—impact to the surrounding two-family homes . . <br />
