• <br /> REPORT ON MOUNDS VIEW STREET PROGRAM <br /> Introduction <br /> The street program in Mounds View is based on a pavement <br /> inventory rating. This rating is obtained from a visual <br /> inspection of all streets within the City. The concept of this <br /> program is to provide the appropriate maintenance strategy to the <br /> street sections that will benefit from each strategy. <br /> Many street segments have deteriorated to a level that requires <br /> reconstruction in the not to distant future. These streets need <br /> to be incorporated into a reconstruction program. The thrust of <br /> recent city councils has been to plan for the major <br /> reconstruction of County Road I, County Road J and Long Lake Road <br /> by Ramsey County. The City has a financial interest in these <br /> projects as the County requires matching funding on certain <br /> segments of the work on county roads. County Road I has been <br /> completed, County Road J will be completed this year and Long <br /> Lake Road is scheduled to be reconstructed in 1992 . It is now <br /> time to consider the local city streets and develop a program for <br /> reconstruction of these streets. <br /> Based on the street inventory, approximately 7.25 miles of street <br /> need to be reconstructed. While the cost of reconstruction can <br /> vary greatly, a preliminary estimate of $100 per lineal foot is <br /> considered a good conservative figure. The 7 . 25 miles represents <br /> nearly $4 million dollars of reconstruction . This figure is <br /> beyond the community's ability to finance over the next 10 years. <br /> There are alternatives to reconstruction that will be addressed <br /> later in the report. <br /> The balance of the local streets in the City need to be included <br /> in an annual preventive maintenance program to keep them in good <br /> condition . The preventive maintenance program consists of <br /> patching , crack sealing, chip seals, and thin asphalt overlays. <br /> These surface_ treatmentstrategies -can extend the life of good <br /> pavements from the normal 20 year life to well into 30 or 40 <br /> years. The City has been using chip seals for the last 2 years, <br /> and a thin overlay program was used in 1988 . Patching has been an <br /> on-going program for the last 3 years, also. <br /> This report is intended to present strategies for a cost <br /> effective program of improving streets in poor condition while <br /> maintaining other streets in good condition. <br /> 1 <br />
