GOAL: DEVELOP A PLAN OF FINANCIAL SELF SUFFICIENCY IN THE <br /> DEVELOPMENT OF THE CITY <br /> The City will investigate and consider all revenue sources and <br /> financing methods available to ensure the continued provision of <br /> governmental services to it' s residents and to adequately <br /> maintain the City's infrastructure. Financing strategies will be <br /> developed to enable the goals envisioned at the Council/Staff <br /> Teambuilding Session a reality. <br /> Strategy: <br /> During the 1992 budget process analyze recent legislative changes <br /> in local government aids and property taxation and their impacts <br /> upon City finances. As action plans are formulated for various <br /> City goals work with the Council, Clerk-Administrator, and <br /> Department Heads, as needed, to develop financing methods to <br /> assist in the implementation of those goals. <br /> 1991 MANAGEMENT ACTION PLAN <br /> Action Steps: <br /> * Develop estimates of impact of reductions in Local <br /> Government Aid upon the City <br /> * Analyze changes in levy limitation law and its impact <br /> upon the City <br /> * Study changes in property tax class rates and their <br /> effect on residential and commercial property taxpayers <br /> * Assist in development of a balanced budget for 1992 <br /> which maintains City services at present levels <br /> Staff responsibilities: <br /> Primary: Finance Director in cooperation with <br /> Clerk-Administrator and Department <br /> Heads <br /> Approving Authority: Clerk-Administrator/City Council <br />
