A. Administration - The administration portion of the <br /> Public Service Program encompasses a wide variety <br /> of activities which will be addressed individually. <br /> These individual areas of activity are City Councilc> <br /> Advisory Commissions, Elections, City Hall, Legal`, <br /> Fire, and Clerk-Administrator's office. <br /> 1) City Council - The City Council is comprised of five <br /> elected officials, the Mayor and four Councilmembers, <br /> serving non- consecutive terms who, as a body, are <br /> responsible for the administration of the City. Basically, <br /> the objectives of the City Council are identical to those of <br /> the City's Departments, as the Council sets thegoals and <br /> policies which determine each department's objectives. It <br /> is anticipated that the level of service provided by the City <br /> Council, as it relates to being a division of the <br /> Administration section of this report, will not be changed <br /> and any increased impact on the City's budget will only <br /> result from inflationary factors, compensation increases, or <br /> increases in fees, dues, or other expenses contained within <br /> the City Council budget. <br /> 2) Advisory Commissions - The City's active advisory <br /> commissions include Planning, Civil Service,Environmental <br /> Quality Task Force, Charter Commission and Parks and <br /> Recreation. The Commissions serve as advisory bodies to <br /> the City Council and, when functioning jointly with other <br /> political subdivisions, operate as an administrative body <br /> responsible to the City Council. An example of this is the <br /> North Suburban Cable Communications Commission, a <br /> consortium—of-10 north suburban Ramsey County <br /> municipalities established to coordinate the franchising and <br /> oversee the operation of Cable TV service in the 10 <br /> municipalities of which the City is a member. <br /> It has been several years since the City Charter has been <br /> reviewed and updated according to current needs, future <br /> trends and community directives. At the 1991 Council/Staff <br /> Goalsetting session, the City Council and staff identified the <br /> need to review the City Charter with the purpose of <br /> 2 <br />
