Mounds View City Council Page Three <br /> Regular Meeting June 24, 1991 <br /> 411 <br /> Councilmember Rickaby stated she made a comment to the manager that maybe <br /> in the future the neighbors could be advised ahead of time when an outdoor <br /> concert would be held. Councilmember Rickaby also stated that another <br /> resident, Ms . Grace Zwieg, 5309 Greenfield, told her that she was not aware <br /> of an outdoor concert until Robert's personnel roped off her garden. <br /> Mr. Zwieg also stated that a berm with pine trees had been part of the <br /> agreement when Robert's Off 10 came into business . The berm kept garbage <br /> from being disposed of on his property. The berm also helped with head <br /> lights shining in the windows . Mr. Zwieg states he continually picks up <br /> bottles and papers from his property. The berm is no longer there and the <br /> pine trees have been taken out. <br /> Mayor Linke will check with regards to the berm and pine trees with staff <br /> and then with Mr. Waste, owner of Robert's Off 10 . <br /> Mr. Zwieg suggested that a fence be constructed from the parking lot north <br /> and south, between the building and the property line would help keep <br /> people in the parking lot area and persons from cutting across into the <br /> parking lot. <br /> lik <br /> r Linke stated that the Fire Department needs free access to the <br /> ding from all sides and a fence would prevent this access . <br /> Mr. Ron Michna, 5287 Edgewood Drive, stated the following with regards to <br /> Robert's Off 10 : <br /> Public urination on his yard as well as the neighbor's yards . <br /> . No entrance or exit signs on the driveway. Mr. Michna states <br /> that he was almost hit from people leaving the parking lot due to <br /> no signage, the berm being destroyed and the pine trees removed. <br /> . Mr. Michna statP-d tha he—has—s-uggesbed--to—the former owner that <br /> there are electrical boxes on the west side of_the b ildin <br /> 4 <br /> - wherelights could—be installed and perhaps this would keep <br /> the public urination and other unpleasant activities to <br /> a minimum. <br /> . Mr. Michna was also concerned about the parking problems <br /> that are sometimes created by Robert's Off 10 . Persons <br /> park along Edgewood to the Edgewood Middle School and along H2 <br /> and on Greenfield Drive. <br /> . Mr. Michna questioned if perhaps Mr. Waste is in <br /> violation of the fire code. Who enforces the ordinance? <br />
