REQUEST FOR COUNCIL CONSIDERATION Agenda Section: I tem 5 Report Number: 91-20A STAFF REPORT EW' AGENDA SESSION DATE May 6, 1991 Report Date: Ma y 6, 1991 DISPOSITION Item Description: Resolution No. 4074 Authorizing a Budget Change to Provide for Municipal Code Update and Computer Consultant/Training Services Administrator's Review/Recommendation: - No comments to supplement this report - Comments attached. Explanation/Summary (attach supplement sheets as necessary.) SUMMARY: Two service needs have been identified which require Council approval for a budget change to provide the funding: 1. Municipal Code Update It has been two years since the Municipal Code has been recodified. The Code is currently stored on outdated Phillips system disks . Technology does not exist at a reasonable cost to transfer the Code on to P.C. word processing disks. Consequently, it will be necessary to input the Code from printed pages directly onto P.C. disks . Costs and processing methods vary: * Temporary office help $1800-2400 (Completion time frame 4-5 weeks) * Hand Scanning $1100+ (In-house - see attached memo) * Professional scanning $1000 (Completion time 2-3 weeks) * In-house data entre Code - cost-and-t-me prohibitive as we do not have staff available to dedicate one person to perform only data entry. It's staff's recommendation that the Code be professionally scanned. Image scanning is not only cost efficient, but timely. The process allows for each page of the Code to be scanned directly onto disks utilizing the same word processing software which is used by the City. The result is that the Code can be easily updated directly off our disks.
