Zrr <br /> REQUEST FOR COUNCIL CONSIDERATION Agenda Section: Item11103 <br /> 4 <br /> STAFF REPORT Report Number: 91 -21A <br /> 7C�U° AGENDA SESSION DATE May 6, 1991 Report Date: May 6, 1991 <br /> DISPOSITION <br /> Item Description: Consideration of City Participation in the North Metro Mayor's Association <br /> and Participation in the North Metro TH 610/TH 10 Crosstown Council <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> ,SUMMARY; <br /> Last month Blaine's Mayor, Elwyn Tinklenberg, presented information to <br /> the Council about membership in the North Metro Mayors Association. <br /> The Council discussed possible membership and asked that the issue be <br /> tabled to a later agenda session. <br /> I have spoke with Joe Strauss on several occasions requesting additional <br /> information regarding the benefits of membership. I have attached the <br /> transportation project information which was sent to me this week. <br /> It appears that the current focus of the Association is promoting and <br /> lobbying for various public road improvements which would directly or <br /> indirectly impact the membership cities. <br /> One of those activities is the North Metro TH 610/TH 10 Crosstown <br /> Council. The Council consists of representatives from the communities <br /> which border the proposed TH 610 roadway. Its purpose is to engage the <br /> services of a professional public utility lobbyist, Capital Partnerships <br /> Inc. , to pursue funding for the roadway system through the US Surface <br /> Transforation Assistance Act. The lobbyists, together with <br /> ntatives—from thhc—A:,-seakation-are curre-nt-ly—me —members <br /> of the House Public Works and Transportation Committee to gain support <br /> for federal funding. <br /> The Crosstown Council's proposed budget for 1991/92 is attached. Mounds <br /> View's share of the lobbying effort is $5,000 . This amount is over and <br /> beyond the approximate $3,000 membership fee for the North Metro Mayor's <br /> Association. <br /> The lobbying effort for the TH 610 roadway is proposed as a phased <br /> development project to allow for a phased funding of State matching <br /> funds which is required by the Surface Transportation Assistance Act. <br /> The proposed phases are described in the Project Summary provided in the <br /> Council packet. <br /> RECOMMENDATION; Samantha aa.),t_619 ) ..t_eze_e_oteL <br /> uno <br /> City Administrator <br />
