A bill for an act <br /> relating to Ramsey County; creating a Ramsey County <br /> study commission; setting its duties; and appropriating <br /> money. <br /> BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: <br /> Section 1. (RAMSEY COUNTY STUDY) <br /> A Ramsey County Study Commission is established. The <br /> Commission shall study how to deliver services to the citizens of <br /> Ramsey County in the most effective and cost efficient manner. <br /> The purpose of the Commission shall be to explore cooperative <br /> ventures which would be mutually beneficial to the communities <br /> involved, to review and recommend ways to eliminate overlap and <br /> duplication, to design programs that would improve services and <br /> reduce costs to the public, and to develop a systematic, <br /> objective, and credible process in which consensus can be reached <br /> on matters of cooperation or restructuring.
