<br />Item No: 7B <br />Meeting Date: April 24, 2006 <br />Type of Business: Action <br /> <br />City of Mounds View Staff Report <br /> <br />To: Mounds View City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Consideration of Resolution 6794, Approving a Final <br />Plat and Development Agreement for the “Hidden <br />Hollow South” Major Subdivision; <br />Planning Case MA2006-001 <br /> Introduction: <br /> <br />Dan Saplis Inc., represented by Dan Saplis, has submitted an application for a major <br />subdivision of parcels on the north side of Woodale Drive, between the City’s western City <br />limits and the property addressed at 3033 Woodale. The proposed 2.71 acre subdivision would <br />create 6 buildable lots from the existing two lots. The Hidden Hollow South development will <br />be a welcome improvement to this site, and nice complement to the Hidden Hollow project to <br />the north. <br /> <br />Discussion: <br /> <br />On February 27, 2006, the City Council approved Resolution 6748, which approved the <br />preliminary plat of the Hidden Hollow major subdivision. All created parcels satisfy the <br />minimum lot requirements. With the exception of a few changes, the final plat is not much <br />different than the preliminary plat. <br /> <br />The resolution presented for Council approval which approves the final plat and Development <br />Agreement, stipulates that before City signatures are placed on the final plat, the developer <br />shall have paid the $20,160 park dedication fee. In addition, the resolution requires that <br />several other requirements be completed prior to the City signing the final plat. Resolution <br />6794, which grants final plat and development agreement approval, is attached for the <br />Council’s . <br /> <br />Joe Rhein, from Bonestoo, Rosene, Anderlik and Associates (BRAA), reviewed the final plat <br />and had comments regarding the enlargement of some easements within the Hidden Hollow <br />South lots, along with adjusting the roadway placement three feet to the east due to existing <br />manholes. These changes are reflected in the final plat that is attached to this report. <br /> <br />In response to the City Council’s suggestion to check if there were any trees on the site that <br />should be saved, Rick Wriskey, the City Forrester visited the site. The vegetation is located <br />mainly at the front and west side of the property. He concluded that there are not any trees <br />of value on the site and very few are larger sized trees. <br /> <br /> <br /> <br /> <br /> <br />
