Mounds View City Council April 10, 2006 <br />Regular Meeting Page 2 <br /> <br /> 1 <br />Mr.Rudy stated that Mr. Jenkins had mud in his basement and it was a large mess. He stated Mr. 2 <br />Jenkins does not deserve this after being a citizen of Mounds View for 40 years. He stated it is 3 <br />not right to have a bad neighbor. 4 <br /> 5 <br />Mayor Marty asked Community Development Director Ericson if the issue has been looked into. 6 <br />Director Ericson stated he can follow up with the presence of the silt fence at the front and back 7 <br />of the property and commented that he passed on the comments that the street may need to be 8 <br />cleaned up and may not have been cleaned up previously. 9 <br /> 10 <br />Director Ericson stated that the City’s Storm Water Management Technician visited the property 11 <br />and they both concur that the silt fencing that has been installed has been holding and functioning 12 <br />fine since it was put up. He stated the site will be final graded later this month and there should 13 <br />be sod there shortly thereafter. He stated Staff recommends to wait and see if this is not enough 14 <br />of an action plan to address any potential storm water management issues between the two 15 <br />properties. He stated Staff is not aware of any subsequent washouts or blowouts in between the 16 <br />two properties. He stated the Storm Water Management Technician would like to see the site 17 <br />final graded, sodded, and downspouts directed to the east and west of the building. 18 <br /> 19 <br />Director Ericson stated that if something additional is needed, the City would respond, but the 20 <br />property owner, Mr. Hanson, should not have to go to the expense of putting up a retaining wall 21 <br />when it may not be needed. He stated Staff recognizes this is a concern for Mr. Jenkins. He 22 <br />indicated Staff will respond if there are issues that need a City response. 23 <br /> 24 <br />Mayor Marty asked if there has been any basement flooding since the silt fence. Mr. Rudy stated 25 <br />there has not been, but could not recall receiving any rain. Mr. Rudy wondered what will happen 26 <br />when the silt fencing washes away since there is “sugar sand” in the area. He stated it is going to 27 <br />be a big problem. 28 <br /> 29 <br />Director Ericson stated the final grading has not been completed. 30 <br /> 31 <br />Mr. Jenkins stated there is a four or five foot slant in the span of ten feet. 32 <br /> 33 <br />Mr. Rudy stated there is a five and a half foot elevation difference from the elevation of Mr. 34 <br />Hanson’s garage to Mr. Jenkins’ house on approximately twenty feet. 35 <br /> 36 <br />Mayor Marty asked when the grading is planned to be finished and when the sod will be put in. 37 <br />Director Ericson stated Mr. Hanson indicated the final grading will be done this month and sod 38 <br />will be installed once the final grading is done. 39 <br /> 40 <br />Mayor Marty stated since there has not been any flooding this spring, that Mr. Jenkins should 41 <br />stay in touch with Director Ericson and if a correction is needed, then the issue should be brought 42 <br />back to the City. 43 <br /> 44
